Update: Improvement in California’s drought conditions

 

Last winter’s heavy rain and snowfall have effectively reversed much of the water deficit that had accumulated over the past three years, leading California out of high and extreme drought conditions for the first time since 2020.

 

•  The rains have played a pivotal role in replenishing reservoirs, with many of them swiftly returning to historical averages or even surpassing them
•  Across the state, snowpack levels have surged to the highest levels seen in decades—more than three times the levels observed at the same point in each of the last three years.

 

Governor Newsom reverses drought-related restrictions

In response, Governor Newsom took action on March 24, 2023, modifying prior State of Emergency Proclamations and rolling back certain drought-related measures. He has discontinued the requirement for Californians to reduce their water usage by 15%, and water agencies are no longer mandated to establish their own water regulations or customer limits.

 

Santa Ana City Council lifts water use restrictions

Aligning with the improved drought conditions across the state and the adjustments made by Governor Newsom, the Santa Ana City Council has unanimously voted to lift the water use restrictions previously implemented as part of the Level 2 water conservation efforts.

While we progressively ease these restrictions, we strongly encourage residents to maintain their focus on efficient water usage. Provided below are the current water use guidelines.

Permanent water conservation requirements

All water users

Outdoor water is restricted to evenings between the hours of 6 p.m. and 9 a.m.
Leaks must be repaired within 72 hours of notification by the City
No washing down sidewalks or driveways with a hose
No excessive water flow or runoff that causes water to flow onto an adjoining
sidewalk, driveway, street, alley, gutter or ditch
No washing vehicles with a hose unless the hose is fitted with a shut-off nozzle
No operating a fountain or decorative water feature unless the water is part of a recirculating system
 No outdoor watering during and 48 hours following measurable rainfall

Commercial nurseries and golf courses are exempt.

Business

  • Restaurants, cafes and bars can only serve water to customers on request
  • Hotels and motels must prominently display a notice providing guests with the option of choosing not to have towels and linens laundered daily
  • No outdoor watering of non-functional or decorative turf at commercial, industrial and institutional sites. Outdoor watering to ensure the health of trees and other perennial non-turf plants is permitted.
