History of the Climate Action Plan

In December 2011, the City of Santa Ana made a commitment to enhancing the quality of life for its residents and visitors by reducing carbon emissions from both its municipal operations and across the broader community.  This marked the beginning of a journey to develop a comprehensive Climate Action Plan (CAP).

In 2012, the City launched an initiative to better understand its environmental footprint. Using 2008 data as a baseline year, a greenhouse gas inventory, and forecasted future emissions, mitigation measures were identified. Input from community members, local stakeholders, City committees and a staff steering committee shaped the CAP to ensure it reflected the values and priorities of Santa Ana residents. By 2015, the formal CAP was proudly released setting the ambitious targets of:

  • Community-wide emissions: 15% reduction by 2020, 30% reduction by 2035
  • Municipal operations emissions: 30% reductions by 2020, 40% reduction by 2025

These targets have guided Santa Ana as it continues to grow, invest and lead with sustainability in mind.

2025 Climate Action Plan Update

Since the release of the 2015 Climate Action Plan, new policies and technologies have emerged, prompting a review and update of the CAP to reflect current conditions and requirements. The City is now actively updating the CAP, the roadmap to reducing greenhouse gas (GHG) emissions, improving air quality and strengthening community resilience to the impacts of climate change.

This update is being developed in alignment with statewide climate policies and goals including:

  • Assembly Bill 32 (AB 32) and Senate Bill 32 (SB 32), which establishes statewide targets for reducing GHG emissions.
  • The California Air Resources Board (CARB) Scoping Plan, which identifies strategies to meet these emission reduction goals.
  • Senate Bill 375 (SB 375), which integrates land use and transportation planning to reduce emissions and vehicle miles traveled.
  •  The California Environmental Quality Act (CEQA) guidelines, which provide direction on GHG reduction and climate adaptation in project planning and review.

By updating its CAP, Santa Ana is taking proactive steps to address climate change at the local level. The updated CAP will guide City policies and programs to protect public health, promote clean energy, create green jobs and safeguard the Santa Ana community from climate-related impacts such as extreme heat and prolonged drought.
