The 2019 Water, Recycled Water, and Sewer Rate Study—conducted by Stantec Consulting and Hildebrand Consulting for the City of Santa Ana—was developed to:

Establish a long-term financial plan that supports capital funding needs for the City’s Water and Sewer Enterprise Funds
Recommend future rate adjustments to ensure adequate funding for operations, maintenance, and infrastructure improvements
Determine the cost of service for water, recycled water, and sewer based on industry-accepted methodologies
Propose rate structures that equitably recover costs, minimize customer impacts, and comply with legal and regulatory requirements
