Sewer rates and studies
Santa Ana is committed to maintaining its sewer infrastructure in a way that is both fiscally responsible and sustainable for the future. To ensure transparency and fairness, the City conducts formal rate studies to assess system needs, operational costs, and necessary investments.
The 2019 Water, Recycled Water, and Sewer Rate Study—conducted by Stantec Consulting and Hildebrand Consulting for the City of Santa Ana—was developed to:
- Establish a long-term financial plan that supports capital funding needs for the City’s Water and Sewer Enterprise Funds
- Recommend future rate adjustments to ensure adequate funding for operations, maintenance, and infrastructure improvements
- Determine the cost of service for water, recycled water, and sewer based on industry-accepted methodologies
- Propose rate structures that equitably recover costs, minimize customer impacts, and comply with legal and regulatory requirements
The study also outlines the key factors that prompted the analysis and the strategies used to address identified challenges.
