Transit Zoning Code (SD-84) Update - Permanent Regulations 

The moratorium on the approval, commencement, establishment, relocation, or expansion of industrial uses within the Transit Zoning Code, Specific Development No. 84 (SD-84) expired on April 15, 2025 and is no longer in effect.

Update: The City Council approved the Transit Zoning Code (SD-84) permanent regulations on June 17, 2025 addressing industrial land uses, nonconformities, and operating standards, and amending the City of Santa Ana Zoning Map to remove the light industrial (M1) and Heavy Industrial (M2) suffixes from certain properties within the SD-84 district boundary. These regulations become effective July 17, 2025, 30 days after their second reading approval.

On June 3, 2025, the City Council conducted a public hearing  and approved the adoption of:  1) A resolution to make findings and adopt addendum to the Transit Zoning Code Environmental Impact Report; 2) approved a first reading of an ordinance to adopt Zoning Ordinance Amendment No. 2024-02 and an ordinance to adopt Amendment Application No. 2024-03 (Map Amendment).
