Commander Richard Weber is a 25-year law enforcement veteran with the Santa Ana Police Department. He has worked assignments across all bureaus of the police department in line-level, supervisory, and management positions. Additionally, he holds a Bachelor’s degree in Spanish Teaching and Master’s degree in Criminal Justice, and a graduate of the FBI National Academy.

Commander Rosa Ponce de Leon is a 25-year law enforcement veteran, having served the last 21 years with the Santa Ana Police Department. She previously held various leadership roles in the Patrol, Homeland Security, and Internal Affairs Divisions.  Commander Ponce de Leon currently serves as a Watch Commander over Patrol Operations with ancillary oversight of the Department’s Peer Support and Wellness Program.  She holds a Bachelor’s degree in Psychology and a Master’s degree in Business Administration.

Commander Frank Gutierrez is a 15-year law enforcement veteran with the Santa Ana Police Department. He has held leadership positions in the Patrol Division, K-9 Unit, and the Internal Affairs Division. Commander Gutierrez is currently serves as a Watch Commander in the Patrol Division. He holds a Bachelor’s degree in Criminal Justice Management and a Master’s degree in Organizational Leadership.

Commander Joseph Marty is a 26-year law enforcement veteran, having served the last 19 years with the Santa Ana Police Department. He previously held various leadership positions in the Patrol Division, Training, Internal Affairs, Traffic, Community Engagement, and Operations Divisions. Commander Marty currently serves as the Traffic Division Commander. Additionally, he holds a Bachelor’s degree in Occupational Studies and a Master’s degree in Organizational Leadership.

Commander Julian Rodriguez is a 27-year law enforcement veteran, having served the last 21- years with the Santa Ana Police Department. He previously held various leadership positions in the Patrol Division, Crimes Against Persons Division, and currently serves as the Northeast District Commander in the Operations Division overseeing the Civic Center Patrol, Downtown Business Liaison Unit, Quality of Life Team, and the Chaplain Program.  Additionally, he holds a Bachelor’s degree in Applied Studies, a Master’s degree in Organizational Leadership and served as the President of the Orange County Gang Investigators Association.

Commander Gil Hernandez is a 23-year law enforcement veteran, having served the last 20-years with the Santa Ana Police Department. He previously held various leadership positions in the Patrol Division, Strike Force Unit, Gang Suppression Unit, Adjutant to the Chief of Police, and currently serves as the Southeast District Commander in the Operations Division overseeing the Eastside Directed Patrol Unit and AB 109 Unit and Task Force. Commander Hernandez holds a Bachelor’s degree in Kinesiology, a Master’s degree in Public Administration, and a graduate of the FBI Leeda Trilogy and Sherman Block Supervisory Leadership Institute.

He previously held various leadership positions in the Patrol Division, Investigative Support Services, Criminal Investigations Bureau, and currently serves as the Westend District Commander in the Operations Division overseeing the Homeland Security Division and Special Events. Additionally, Commander Moreno holds a Bachelor’s degree in Public Administration.
