Redistricting process

Background

In 2018, we transitioned from an at-large election system to by-ward elections for the election of City Council members. The City Council adopted a final ward map that was comprised of six wards. The first City Council election under the new ward map was held on November 3, 2020, and three Council ward seats along with the mayoral seat were on the ballot. In compliance with Federal and California Voting Rights Act requirements, the City must now undergo a redistricting process based on new 2020 US Census demographic data.

Every ten years, local governments use new census data to redraw their ward lines to reflect how local populations have changed. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. Redistricting determines which neighborhoods and communities are grouped together into a ward for purposes of electing a councilmember. In the City of Santa Ana, the City Council is responsible for drawing council wards and the process must be completed by April 17, 2022. Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and doing public outreach, including to non-English-speaking communities.

Information on Maps

The once-a-decade responsibility to adjust the City of Santa Ana boundaries to reflect population changes and community of interest has been finalized. The City of Santa Ana wants to thank all that participated in the redistricting process.

On April 5, 2022, the City of Santa Ana City Council unanimously adopted the final map by Resolution No. 2022-022 and went into effect immediately. On April 19, 2022, the City of Santa Ana unanimously adopted Ordinance No. NS-3018 establishing new boundary lines. By law, the City Council had to adopt and submit the new map to the Orange County Registrar of Voters prior to the April 15th deadline to ensure the November 8, 2022 general election reflects the new boundaries. The City’s and County’s GIS technical specialists worked together to ensure all election precincts are mapped properly.

City Council will no longer be accepting and reviewing additional draft maps. On April 5, 2022 the City Council will consider adopting an ordinance establishing new City Council election ward boundaries and identification numbers for Map N2 ID 118778. The City Council will also consider a report from the City's demographer detailing the metes and bounds descriptions of each new City Council ward.

On Friday, March 11, 2022, City Council held a special meeting and selected a revised draft map.
