Know Your Rights and Community Resources

At the City of Santa Ana, we understand that the current federal immigration enforcement activity in our community is creating fear and confusion. We are committed to empowering every resident with the knowledge and tools they need to protect their rights. That’s why we have expanded our Know Your Rights page on the City website.

Our Know Your Rights page offers helpful, easy-to-understand information about what to do if you or someone you know is approached by immigration enforcement. We have also gathered a wide range of community resources, from legal assistance to health services to housing support and more. These tools are here to help you and your loved ones feel safer and more informed and to get the assistance you need.

City Council approves 2025-26 budget

Public Works

On June 17, the City Council approved a balanced budget for the 2025-2026 fiscal year that continues to provide the high-quality services that our community expects, while also investing more in parks, street repairs and improvements, public safety measures, and arts and culture programs.

The 2025-2026 fiscal year budget of $778.37 million includes a $424.23 million general fund for City services and a $57.9 million capital improvement program for improvements to roads, parks, utilities and City facilities. The budget will leave the City with a secure $74.4 million reserve fund in the next fiscal year, which begins July 1.

The budget includes several new projects and programs:

  • Cypress Fire Station improvements – $3.5 million
  • Centennial Park lighting – $1.55 million
  • Additional ambulance to reduce emergency response time – $900,000
  • Police Department staffing – $670,000
  • Code Enforcement staffing – $659,000
  • Water system improvements – $500,000
  • ArtWalk and arts and culture funding – $350,000
  • Blue security lights with security cameras in high-priority areas – $300,000
  • Left turn signal at MacArthur Boulevard and Flower Street – $250,000
  • Fire station facilities master plan – $250,000
  • Bus shelter repairs and replacement – $250,000
  • Main and Newhope libraries equipment for STEM and Youth Programs – $235,000

The Capital Improvement Program includes:

  • $44.9 million for street repairs and improvements
  • $6.9 million for traffic projects
  • $4.3 million for city parks and facilities
  • $1.7 million for utilities, drainage and lighting

City Council passes Transit Zoning Code amendments to protect public health

The City Council also on June 17 approved important changes to the City’s zoning that will limit industrial business operations in the area surrounding the Santa Ana Regional Transportation Center, known as the Transit Zoning Code, in order to protect nearby homes from pollution and improve public health.

The Transit Zoning Code, or SD-84 zoning district, is located in Santa Ana’s central urban core and comprises over 100 blocks and 450 acres. The area includes the Civic Center, Downtown, and the Logan and Lacy neighborhoods, which are among the city’s most historic in age and as established residential communities. The Transit Zoning Code is generally bounded by First Street, Flower Street, Civic Center Drive, Grand Avenue and the Santa Ana (I-5) Freeway.

Prior to the implementation of the Transit Zoning Code, the area consisted of a wide range of civic, commercial, industrial and residential land uses regulated by varying zoning districts. In June 2010, the City Council established the Transit Zoning Code to establish a transit-supportive, pedestrian-oriented development framework for the area. However, new and continued industrial uses were still allowed at many properties.

The approved amendments prohibit the establishment of new or intensified industrial uses and implements site development and operating standards for existing industrial structures. Safeguarding our community’s health and quality of life is paramount. These amendments reflect our commitment to protecting our neighborhoods from industrial pollution and fostering a safer, healthier Santa Ana.

City Council approves substance abuse services

In another move to support public health, the City Council on June 17 approved an agreement with City Net to provide substance abuse coordination services utilizing $500,000 from our Opioid Settlement Fund, which is the result of a global settlement with Purdue Pharma.

Substance abuse and addiction remain among the most significant factors contributing to ongoing and chronic homelessness in Santa Ana. Currently, the waiting list for placement of individuals seeking treatment for substance use disorder is anywhere from three weeks to six months. These delays often lead to missed intervention windows and opportunities for providing a pathway to breaking the cycle of addiction and homelessness.

To address this, City Net will provide direct referrals for individuals with ties to Santa Ana into detox, treatment and sober living programs to get them the help they need much more quickly.


Newhope Library closing for renovations on July 2

The Newhope Library will undergo an exciting renovation anticipated to begin Wednesday, July 2. The Newhope Library renovations include:

  • New glass storefront style entrance and lobby
  • New colorful and inviting building façade
  • New Innovation Center to provide STEM learning opportunities
  • Fully renovated outdoor patio with seating and shade structure
  • Extended hours for uninterrupted access to library services

The Newhope Library and the Main Library will both open in 2026 after major modernization and renovation projects are completed at each site. During the closure, you can visit the library’s Knowledge Mobile at local parks; go online to find e-books, audio books, movies and more; and find other library resources and programming at the link below.

Help us name the new Bristol-Tolliver parkBristol-Tolliver

We recently broke ground on a new 1.25-acre park at the intersection of Bristol and Tolliver streets. The park will feature drought-tolerant landscaping, pedestrian pathways, recreational spaces, and a basketball court. It will be the first City park to have a stormwater reuse and treatment system for irrigation.

We are now inviting the community to submit name ideas for this exciting new space. Have a suggestion? Submit it by July 2 and see if your name idea becomes a finalist. All submissions must follow specific criteria outlined in the Santa Ana Municipal Code.

Santa Ana Zoo to stay open late in July

Zoo

Santa Ana Zoo at Prentice Park is extending its hours in July! Join us for late nights at the Zoo on Saturdays, Sundays and select Wednesdays. Stay past the regular 5 p.m. closing time for these extended general admission hours. Extended hours are included in regular Zoo admission.

  • Weekend hours in July: 10 a.m. to 8 p.m.
  • Wednesday hours July 2, July 16 and July 30: 10 a.m. to 7:30 p.m.

Only ‘Safe and Sane’ fireworks are legal July 1-4

As the Independence Day holiday approaches, we would like to remind our community that only fireworks bearing the “Safe and Sane” seal are permitted to be used within the city limits July 1-4. The use of illegal fireworks may contribute to serious injuries and fires in our community. Possession and/or use of illegal fireworks is a crime that can result in a minimum fine of $1,000 or up to six months in jail.

“Safe and Sane” fireworks are only allowed within the Santa Ana city limits during the following days and hours:

  • July 1 – 12-10 p.m.
  • July 2 – 10 a.m. to 10 p.m.
  • July 3 – 10 a.m. to 10 p.m.
  • July 4 – 10 a.m. to 9 p.m.

Santa Ana City Hall is closed on Friday, July 4, 2025, in observance of the Independence Day holiday. There will be no street sweeping and trash collection will be delayed by one day.

The next regular Santa Ana City Council meeting will take place on Tuesday, July 1, 2025, at 4 p.m. for closed session and at 5:30 p.m. for the open meeting in Council Chambers, 22 Civic Center Plaza.
