Julie Castro
Economic Development Specialist III
Julie is a Santa Ana native and proud of working for the City of Santa Ana for over 17 years. In her current role as an Economic Development Specialist II, she predominantly serves as the Liaison for Downtown Santa Ana. She is responsible for providing assistance to businesses in Downtown Santa Ana and citywide, providing business retention assistance, and being a conduit for businesses and entrepreneurs interested in hosting special events or expanding their business approach.
Julie earned her degrees from Santa Ana College (AA), Chapman University (BA) and San Diego State University (MA).
Sylvia Vazquez
Economic Development Specialist III
Sylvia has an 18-year history of public service with the City of Santa Ana, most currently serving as an Economic Development Specialist II. Sylvia is responsible for business attraction and retention efforts where she works with interdepartmental teams to facilitate development within the City. Sylvia brings expertise in program and project development and implementation, federal grant management, workforce development, and business development to the Economic Development Team.
Sylvia attended Santa Ana College and transferred to California State University Fullerton where she received her Undergraduate Degree in Political Science, with a minor in Business Administration. Sylvia is a proud long time resident of the City in which she serves.
Gabriela Cramer
Economic Development Specialist I
Gabriela has proudly served the City of Santa Ana for the past 12 years. Currently, she is administering grant programs focused on mitigating some of the long-term challenges that residents and businesses have faced due to the pandemic. Gabriela has program management and development experience in the areas of workforce services, arts and culture, and economic development.
Prior to joining the City of Santa Ana, Gabriela taught and managed educational programs. She earned her bachelor's in Education, including a teaching credential with a bilingual, cross-cultural emphasis (BCLAD), from California State University, Los Angeles.
Savannah Spicer
Economic Development Specialist I
Savannah is the newest member of the Economic Development Team, joining in 2022. In her role as Economic Development Specialist I, she manages the division’s marketing, social media, and currently assists with business attraction and retention efforts, project management activities, and works directly with management to address priorities and objectives for economic development programs.
Savannah earned her Bachelor of Arts in Political Science, with a minor in Sociology, from CSU Channel Islands and a Masters of Public Policy & Administration (MPPA) from California Lutheran University.
Tram Le
Arts & Culture Specialist
Tram has over 30 years of experience working in the arts & culture. In her current role as Arts & Culture Specialist, Tram develops public art policies in addition to leading and managing programs and special projects for public art, grants for artists and arts organizations, and professional development for the arts community. She serves as the liaison to the city’s Arts & Culture Commission, connecting the Economic Development Division with the arts & culture community, businesses, and residents.
Tram earned her Bachelor of Arts in Business Administration from California State University, Northridge (CSUN), an Arts Administration Certificate from New York University (NYU), and a Masters in Asian American Studies from the University of California, Los Angeles (UCLA).
