Commitment to Health and Safety

The City conducts regular housing inspections for all  voucher holders to ensure homes are safe, sanitary, and in compliance with federal and local housing standards. These inspections help protect residents, maintain housing quality, and ensure continued program eligibility. All inspections are conducted in accordance with Housing Quality Standards (HQS) established by the U.S. Department of Housing and Urban Development. The Housing Authority has implemented protocols to ensure all units comply with  HQS, safeguarding the health and safety of its tenants.

Why PSH Inspections Are Required

PSH inspections are completed to:

  • Protect resident health and safety
  • Ensure housing meets minimum habitability standards
  • Maintain compliance with federal funding requirements
  • Identify needed repairs early to prevent larger issues

When Inspections Occur

PSH units are inspected at the following times:

  • Initial inspection – before a unit is approved for occupancy
  • Annual inspection – twice in a 12 month period
  • Special or complaint-based inspection – when needed due to reported concerns or observed issues

Residents and property owners are provided advance notice prior to scheduled inspections, except in emergency situations or fraud investigations.

What Inspectors Look For

During an inspection, staff review key areas of the unit, including but not limited to:

Life, Health, and Safety

  • Working smoke detectors and carbon monoxide detectors (if applicable)
  • Proper exits and no blocked egress
  • No exposed electrical wiring or fire hazards

Kitchen

  • Functioning stove and refrigerator
  • Safe food preparation areas
  • No gas leaks or electrical hazards

Bathroom

  • Working toilet, sink, and shower/tub
  • Hot and cold running water
  • No plumbing leaks or mold hazards

General Unit Condition

  • Windows and doors that open, close, and lock properly
  • Adequate heating
  • No tripping hazards or structural damage

After the Inspection

If the unit passes, no further action is required.

If the unit does not pass, the inspector will:

  • Provide a written list of required repairs
  • Set a deadline for correction based on the severity of the issue
  • Schedule a reinspection once repairs are completed

Property owners are responsible for completing repairs within the required timeframe.

Resident Responsibilities

Residents are encouraged to:

  • Allow access to the unit at the scheduled inspection time
  • Report maintenance issues promptly
  • Maintain the unit in a clean and safe condition

Inspections are not intended to penalize residents, but to ensure safe and stable housing.

Property Owner Responsibilities

Property owners must:

  • Maintain units in compliance with HQS at all times
  • Complete required repairs within established deadlines
  • Coordinate access for inspections and re-inspections

Failure to correct deficiencies may impact program participation.
