Dear Neighbor,
As summer begins, that means another season has come to an end … budget season! On June 3, the Santa Ana City Council approved the first reading of a balanced budget for the 2025-2026 fiscal year. The Council-adopted budget reflects the diverse values of our great city and includes some important items for Ward 4 residents and businesses, such as new left-turn signals at Flower and MacArthur, new street lights along South Bristol between Alton and Segerstrom, a new basketball court at Lillie King Park, sidewalk repairs, and increased street paving around high-traffic commercial areas such as Hutton Center and First American.
At the same Council meeting, the Council also approved an ordinance that I introduced that will require applicants for permits and contracts who engage in dirty politics and are found to be in violation of FPPC or FEC laws to disclose enforcement actions taken by the FPPC or FEC against them when they try to conduct business in Santa Ana.
My Monthly Community Office Hours for the month of June will take place on June 21, 2025, at 10 a.m. at Sandpointe Park, located at Birch and MacArthur (3700 S. Birch St, Santa Ana, CA 92707). I have hosted Monthly Community Office Hours since I was elected to serve on our City Council.
I look forward to seeing you there or at one of the many other upcoming events taking place in our city.
It is truly an honor to serve you on our City Council and to work to make Ward 4 and the entire City of Santa Ana an amazing and safe city.
Municipally Yours,
Phil Bacerra, Councilmember, Ward 4
Working to make Ward 4 even better
At the Hotel Zessa on MacArthur Boulevard in Ward 4, I joined our City staff and Sahuayo Mayor Dr. Manuel Galvez Sanchez at the inaugural Sister Cities Santa Ana & Sahuayo Business Expo.
It was wonderful to spend Arbor Day morning at Carl Thornton Park in Ward 4 helping our youth plant three new trees as part of a citywide effort to plant trees at City parks across Santa Ana.
I invited the OC School of the Arts to our April 15 City Council meeting to celebrate their 25th anniversary of being located in Downtown Santa Ana. Today, OCSA is the #1 ranked charter high school in all of California and has an outstanding 99% graduation rate.
In late April, I was in Sacramento with Mayor Amezcua, Councilmember Penaloza, and the League of California Cities to meet with State legislators about proposed bills impacting housing and public safety. I also attended a hearing at the Senate Health Committee and expressed my support of Senator Umberg’s SB 35, which will strengthen oversight of drug and alcohol treatment facilities that the State allows to operate in residential neighborhoods.
I joined parents and fans in celebrating the graduating seniors of the Segerstrom High School Baseball team. It was wonderful to see all of the support that this team enjoys.
In May, I held my Monthly Community Office Hours at beautiful Lillie King Park in Ward 4. I appreciate everybody who didn’t let a little rain keep them from attending my office hours.
I was honored to attend the California Peace Officers’ Memorial Foundation Memorial Ceremony to honor the officers who we lost this year making the ultimate sacrifice. Their enrollment in the memorial near our State Capitol will help to make sure that they are never forgotten.
I had the opportunity to check out the first streetcar that will serve riders on the OC Streetcar line in Downtown Santa Ana in 2026. The streetcars will be serviced and stored at the maintenance and storage facility in Santa Ana.
As Chair of the Orange County Fire Authority Board of Directors, I was honored to represent the Board and the City of Santa Ana in recognizing the courage and commitment that all of our OCFA personnel possess, while celebrating a select few who raised the bar even higher at this year’s Best and Bravest event.
