Housing Choice Voucher (HCV) Program: Waiting list CLOSED

Section 8 is a housing assistance program that is financed by the U.S. Department of Housing and Urban Development (HUD) administered by the City of Santa Ana to provide rent subsidies in the form of housing assistance payments to private landlords on behalf of extremely low, very low-income individuals/families, senior citizens, and persons with disabilities. Income limits are published annually by HUD, see "Am I eligible?"  for more information.

Project-Based Voucher (PBV) Program: Waiting list OPEN

The Project-Based Voucher program provides low income families with monthly housing benefits. These benefits are eligible at sites specified by the Housing Authority. Currently, we are accepting applications for two sites.

To apply for PBV family housing options, complete the online application. You must apply to each housing site that you are interested in by checking the location during the application process. Please note: PBV waiting lists are open for those who live or work in Santa Ana. Persons who live in unincorporated areas of Santa Ana do not qualify for the live or work preference.

Am I eligible?

We determine eligibility based on the total annual gross income and family size. Housing choice vouchers are limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family's income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. Below are the programs current income limits:

Which program is right for me?

There are a few key differences between the HCV and PBV programs. The main difference between the two are that: The HCV program provides rental vouchers that let people choose their own housing in the private rental market. The PBV provides rental vouchers that are tied to a specific number of units in a building, the tenant cannot transfer assistance outside of that specified unit.
