It’s been an especially hot August, but that hasn’t slowed down the work in Ward 3. This month, my office has organized food distributions to support families, attended neighborhood meetings to hear your priorities, and joined community events that celebrate the heart of Santa Ana. On the Council, we’ve also moved forward with important items that strengthen community safety, expand services, and invest in the future of our neighborhoods.
Thank you to everyone who came out to the Chicano Heritage Festival — your energy and pride turned it into a powerful celebration of culture, history, and community.
As we enter Labor Day weekend, I wish you and your loved ones a safe and peaceful holiday. Labor Day reminds us of the sacrifices and victories of working people, whose fight for dignity and fairness continues to inspire progress today.

Councilwoman Attends Zoofari Fundraiser
I was delighted to attend the Zoofari fundraiser, supporting the Santa Ana Zoo, located right here in Ward 3. This special event raised funds for upgrades to primate habitats and other essential Zoo programs.
A heartfelt thank you to the Friends of the Santa Ana Zoo and all our community partners who made the evening possible. Your support ensures the Zoo continues to provide safe, engaging, and educational experiences for families and wildlife alike.
Thanks to everyone’s generosity, we raised nearly $300,000, the most ever in Zoofari history!
Grand Opening of the Delhi Library Branch
I was proud to join our Santa Ana community in celebrating the grand opening of the new Delhi Library Branch, the first new library in Santa Ana in a generation and part of the largest library system expansion in 50 years.
Located inside the Delhi Center, the new 2,500-square-foot branch features modern indoor/outdoor spaces, a Knowledge Bar for technology support, a new collection of books and Library of Things items, and a multi-generational outdoor play and learning area.
This $4.6 million project was made possible through the City’s Revive Santa Ana program (federal funding), Cannabis Public Benefit Fund revenues, and local sales tax dollars reflecting Santa Ana’s commitment to expanding access to knowledge, technology, and community programming.
Strong Towns: Building Stronger Cities, One Conversation at a Time
My office was excited to join the Strong Towns Southern California Regional Gathering, a space dedicated to connecting community leaders, neighbors, and advocates who care deeply about building stronger, more resilient cities. The gathering brought together Local Conversation leaders from across the region to share stories, exchange practical ideas, and inspire one another with ways to strengthen our towns and neighborhoods.
Participants learned how to start or join a Local Conversation group in their city, engaged in panel discussions with experienced leaders, and joined breakout sessions to explore the unique challenges and opportunities facing our communities.
This event was a powerful reminder that by working together, sharing knowledge, and taking local action, we can build stronger, more connected places to live.
Dumpster Day at Edna Park
My office hosted another Dumpster Day at Edna Park and Concord! A huge thank you to everyone who participated! Together, we filled two trash bins, removed debris, and helped keep our neighborhood clean. Events like this help ensure Edna Park and Concord remain a safe, welcoming, and enjoyable space for all residents.

Back-to-School Food Distribution to Support Families
In partnership with School Board Member Magdaleno, United Across Borders, and our incredible SAUSD team, we hosted a Back-to-School Food Distribution to support families in Santa Ana.
With 27 pallets of fresh produce and fruit, we helped ensure that students and families began the school year with full fridges and full hearts.
A special thank you to Santa Ana High School for opening their campus and to every volunteer who made this event possible. Together, we’re making sure our community’s needs are met both inside and outside the classroom.
Celebrating New Engines and Station Upgrades
I helped welcome a new engine to its home at Station 74 with a traditional push-in ceremony. OCFA Division 6 Chief James Henery expressed his appreciation for the firefighters, wishing them safety and success on every call. A big thank you to everyone involved in the design, acquisition, and preparation of this new engine.
Construction Update: Fire Station 70
Construction at Fire Station 70 will begin in early August and is expected to be completed by January 2026. Firefighters have been temporarily relocated to Station 71 to maintain uninterrupted operations. The project includes installing a new backup generator and upgrading the facility to ADA compliance, including restrooms, kitchen, and common areas. Key phases include: demolition & asbestos removal (four weeks), generator installation (three weeks), building improvements (14 weeks), and finishing touches (two weeks).
Upcoming Fire Truck Ceremonies
OCFA plans a push-in ceremony for Engine 71 in Ward 3 this September, following Engine 73’s ceremony in late August.
Santiago Park: Updates on Trail Improvements and New Pedestrian Bridge
Team JLo recently attended the Santiago Park community meeting at the Lawn Bowling Center. The meeting focused on two major park projects: the Trail Restoration Project and the proposed bridge.
The Trail Restoration Project will include replanting trees, adding more lighting, replacing older or vandalized interpretive signs, and other improvements to enhance the park without making major changes. The proposed bridge aims to create a new accessible pedestrian connection within the park’s trail system. It would be ADA-compliant, approximately 3 feet above ground, and designed solely for pedestrians. While construction funding has not yet been secured, staff plan to apply for grants to support the project.
We also recently conducted a walk-through of the proposed bridge location, where staff addressed privacy concerns and reassured residents that this new pedestrian bridge will be a valuable asset to the community.

Policy Watch: Public Education Funding at Risk
A new report from the Economic Policy Institute warns that national trends — like state budget cuts, growing voucher programs, and federal threats to the Department of Education — are putting public education at risk. Research shows that increased funding, especially in high-poverty districts, improves student outcomes and narrows achievement gaps.
Locally, this matters because districts like Santa Ana Unified rely on stable state and federal support. Any diversion of funds away from public schools could deepen existing inequities and limit opportunities for our students.
Fisher Park Ice Cream Social
I was excited to attend the Fisher Park Neighborhood Association Ice Cream Social, where we had the opportunity to connect with neighbors and provide updates on local projects and community initiatives. It was a wonderful afternoon of conversation, community engagement, and enjoying some sweet treats together from Givo’s ice cream! Thank you to the Fisher Park Neighborhood for the invitation.
Public Safety Update: Crime is Trending Down
There’s a lot of misinformation out there about crime, but the facts tell a different story: crime rates in our country and here in California have been going down.
According to the California Department of Justice, nearly every major crime category declined in 2024:
California Crime Trends (2024)
- Violent crime ↓ 6%
- Property crime ↓ 8.4%
- Homicides ↓ 10.4%
- Motor vehicle theft ↓ 15.2%
- Burglary ↓ 9.1%
Compared to other states, California remains safer: Alabama’s homicide rate is 152% higher, Arkansas is 100% higher, and Oklahoma is 41% higher than California’s. Our state continues to have one of the lowest homicide rates in the country. Since 2019, property crime, arson, burglary, and robbery have all decreased in California. Burglary rate decreased 18.8% from 2019 to 2024, the largest decrease of all categories. During that same time period, property crime rate decreased 9.1%, arson rate decreased 8.7%, and robbery rate decreased 9.6%.
These improvements are the result of long-term investments in prevention, education, economic opportunities, community safety, and smart enforcement.
But it’s also important to understand the real challenges we face today. Much of the crime people see in our neighborhoods is linked to homelessness, untreated mental illness, and addiction. These struggles show up as trespassing, theft, or public disturbances, and they call for short and long-term solutions that combine housing, treatment, and accountability.
For Santa Ana and Orange County families, the data show our communities are safer than they were years ago — but we must stay focused on prevention, treatment, and directing resources where they’re needed most to ensure everyone feels safe. It is imperative that all Santa Ana residents feel safe in their homes and neighborhoods.
Ward 3 Updates
Maintenance Agreement with Caltrans
After months of advocacy, I voted YES to approve an agreement with the California Department of Transportation (Caltrans) that will bring greater accountability, safety, and maintenance to our freeway corridors and gateways.
Since last year, we’ve raised concerns about the unsafe and unclean conditions on and along Caltrans-owned land. Together, we pressed for solutions, requested accountability from the state, and made it clear that “no” was not an acceptable answer for our Ward.
Thanks to the persistence of our office and our Public Works Agency, we now have the Encampment Delegated Maintenance Agreement (EDMA) in place. This agreement allows the City of Santa Ana to perform maintenance services such as encampment, graffiti, trash, and debris removal along major freeway ramps and underpasses. Caltrans will reimburse the City up to $400,000 over the next two years for this critical work.
I want to thank our residents, our Public Works staff for their advocacy, and Caltrans for working with us to secure this long-overdue agreement.
Ward 3 has long carried the heaviest burden of freeway-adjacent state land, and this partnership ensures that our families, businesses, and visitors will finally see the investment and care they deserve.
Work will begin immediately at priority locations along the I-5 and SR-55 corridors, with regular maintenance and cleanup to follow.

Supporting Small Business Owners
Earlier this year, I introduced a Councilmember Requested Item to support the advertising efforts of our small business owners who are working hard to keep their doors open during these uncertain times and an unpredictable market. For too long, they have been financially punished simply for trying to promote their services. Unlike large corporations, small businesses don’t have massive advertising budgets, which makes it imperative that the City step in to support their ability to thrive.
I’m grateful for the opportunity to introduce this code change. Our policy recommendation brings us one step closer to ensuring small business owners in Santa Ana can advertise their services without being unfairly penalized.
Allowing A-frame signage for our small businesses:
- Gives them affordable visibility on busy streets and sidewalks.
- Helps attract more foot traffic, boosting local sales and revenue.
- Levels the playing field by providing small businesses with accessible advertising options that don’t require expensive campaigns.

MainPlace Development Update
The MainPlace Specific Plan, approved in 2019, continues to move forward. The latest phase includes the Carina project, a 408-unit residential development proposed for the former Nordstrom building. As part of this project, the applicant will also build 20,000 square feet of new retail and restaurant space, which must be completed alongside the housing.
The project is currently under review by Building Safety and the Orange County Fire Authority. An annual monitoring report on the MainPlace Development Agreement will be presented to the Planning Commission this fall.
Santiago Park Trash Receptacle Replaced
A resident reached out regarding a missing trash can at the Lincoln Street entrance to Santiago Park after recent gate repairs. Thank you to our Public Works Agency for responding quickly. The trash receptacle has now been replaced!
We also appreciate residents using the mySantaAna app to report any issues at hand. Thank you to everyone who helps keep our parks clean and welcoming.
Accessibility Improvements Coming to Main Street and Bedford Road
To improve accessibility at the intersection of Bradford and MainPlace Drive, I approved a construction contract for upgrades on Main Street and Bedford Road near MainPlace Mall. These improvements will include the installation of new ADA ramps, ensuring safer and more accessible pathways for everyone.
I’m grateful to residents for raising these important concerns, and my office will continue working to make Ward 3 a safer, more accessible, and welcoming community for all.

Amazon Distribution Facility Project Update
Construction has begun on the new Amazon distribution facility at 511 N. Grand Ave., the former site of the OC Register’s printing plant. The project includes a one-story, 112,000-square-foot building with 27 loading docks and 703 parking spaces.
Throughout the review process, City staff collaborated with our office and the Saddleback View Neighborhood Association to reduce impacts on nearby homes and businesses. Design measures include new pole lighting, restricted vehicle access, enhanced landscaping, and physical improvements such as a perimeter wall, curbs, gutters, and sidewalks — all aimed at improving safety and aesthetics.
As construction moves forward, staff will continue to keep the neighborhood association informed. Residents with questions or concerns about the project or construction impacts are encouraged to contact City Hall for support.
Update on 17th Street HCA Clinic Site
Supervisor Sarmiento shared an update on the future of the 9.3-acre County-owned site at 1725 W. 17th St. In May, the County released a Request for Proposals (RFP) seeking qualified partners for a mixed-use redevelopment that must include housing, as required by the Surplus Land Act.
Final proposals are due September 9, 2025, at 4 p.m. Once reviewed, a proposer may be recommended to the Board of Supervisors to begin negotiations on an Option Agreement and Ground Lease Agreement.

Santa Ana’s 2024 Water Quality Report Released
The City of Santa Ana is proud to share the release of its 2024 Water Quality Report (Consumer Confidence Report).
This year’s theme, “Resilience in Every Drop: Protecting Water Quality and Planning for the Future,” highlights our ongoing commitment to providing safe, high-quality water to our residents while also preparing for future challenges.

Santa Ana Releases its 2024 Water Quality Report
The LNESC National Office is excited to announce that the Ford Philanthropy Scholarship is now available for qualified students pursuing careers in STEM fields connected to the automotive and mobility industries, including those in apprenticeship programs.
Scholarships of up to $10,000 can cover tuition, fees, room and board, books, supplies, equipment, and career-related skill-building experiences. Eligible students include rising sophomore and junior college students from underrepresented communities or first-generation students at Ford College Network schools.
Eligibility Requirements:
- Major in Computer Science, Data Science, Electrical Engineering, Mechanical Engineering, or Software Engineering
- Cumulative GPA of 3.5 or higher
- Full-time enrollment at an accredited participating college or university

AB-91 — The Fight for MENA Visibility Continues
In June, the California State Assembly voted unanimously (79–0) to pass AB 91, the MENA Inclusion Act — a groundbreaking bill that will create a statewide demographic data standard for Middle Eastern and North African (MENA) communities.
I was proud to send a letter of support for this legislation, which marks a major step toward ensuring MENA communities are seen, counted, and served.
This bill already passed the assembly floor unanimously, but was put into suspense on the Senate side. What can you do? Call your senators to ensure the MENA bill is enacted.
Upcoming Changes to Your SCE Bill
Starting this November, Southern California Edison (SCE) will implement billing changes required by state law (Assembly Bill 205). Key updates:
- A new Base Services Charge will replace the current Basic Charge and appear as a separate line item on your bill.
- Electricity prices per kilowatt-hour (kWh) may decrease.
- Customers enrolled in income-qualified programs or living in affordable housing may be eligible for a discounted Base Services Charge.

Ayuda Sin Fronteras is an emergency relief program in Santa Ana designed to support families affected by immigration enforcement actions. The program provides direct financial assistance and vital resources to help residents facing sudden hardship, ensuring families can remain stable during challenging times.
By offering this safety net, Ayuda Sin Fronteras helps Santa Ana residents meet urgent needs, protect their households, and continue building a secure future in our community.
