Background and experience
Jose Montoya is an Assistant City Attorney/City Prosecutor for the City of Santa Ana. Mr. Montoya represents the City in a number of areas, such as civil litigation, Pitchess, discovery, motions, receiverships, and nuisance abatement actions.
He also advises the city council, the city manager and various city departments, including the Santa Ana Police Department, Public Works, and Planning and Building on a myriad of legal and quasi-legal issues under the Santa Ana Municipal Code, city policies, and state and federal law. Mr. Montoya is experienced in drafting and preparing legal documents, including city ordinances, policies, resolutions, memoranda to city council and staff, contracts, and opinion letters.
Mr. Montoya joined the City Attorney’s Office in December of 2019.

Mr. Montoya is admitted to practice law in California and is a member of the Orange County and Los Angeles County Bar Association.
Education
Mr. Montoya received his Bachelor of Arts in Sociology with honors in 2010 and his J.D. from Whittier School of Law in 2014.
