Background and experience
Jonathan TerKeurst is an Assistant City Attorney for the City of Santa Ana. Mr. TerKeurst represents the City in civil litigation. He joined the City in April 2024 after nine years of private litigation practice.
While in private practice, Mr. TerKeurst represented hundreds of injured individuals in civil lawsuits and workers’ compensation claims where he has handled extensive discovery, motions, and conducted both jury and bench trials.
Mr. TerKeurst has successfully defended a City employee in a jury trial against a personal injury lawsuit.

Mr. TerKeurst is admitted to practice law in California and before the United States District Court for the Central District of California.
Mr. TerKeurst is a longtime Board Member of the Southeast District Bar Association and is the 2025 President.
Education
Mr. TerKeurst earned a B.A. in Political Science from California State University, Long Beach in 2011 and a J.D. from Western State College of Law in 2015. During law school, he was part of the Negotiations Team and participated in negotiation competitions throughout the State. Mr. TerKeurst earned a partial academic scholarship in his second and third years of law school and graduated with honors.
