Fairview Street is a regionally significant arterial roadway, providing north-south travel corridor. Currently, this roadway provides three lanes in each direction south of 9th Street and north of 16th Street. The segment between 9th Street and 16th Street is reduced to two lanes in each direction. Additionally, the existing bridge features no sidewalks, bike lanes and street lighting, posing a safety issue for pedestrians and bicyclists.
To enhance safety, mobility and overall quality of life in the neighborhood, the City proposes to improve Fairview Street from 9th Street to 16th Street by widening this roadway segment from two lanes to three lanes in each direction and replacing the Fairview Street bridge crossing over Santa Ana River. The new bridge will include a complete bridge deck with barrier rails, sidewalks, bicycle lanes, a raised median, and lighting. When completed, the proposed improvements will improve pedestrian and bicycle mobility and safety while creating a consistent major arterial facility as designated in the City’s General Plan Circulation Element and in the County of Orange’s Master Plan of Arterial Highways (MPAH).
EXISTING UNDIVIDED 4-LANE ROADWAY AT FAIRVIEW STREET AND BRIDGE
The proposed scope for Fairview Street Improvements and Widening project from 9th Street to 16th Street, including bridge replacement, includes, but is not limited to:
- Increase safety for pedestrians, bicyclists, and motorist
- Provide sidewalk and crash rated barrier rails on the bridge
- Greater public access with ADA improvements and dedicated bike lanes.
- Reduce traffic congestion and provide traffic calming features
- Compliance with Complete Streets Act (accommodates all users including pedestrians, bicyclists, transit users, and motorists).
The proposed improvements will be designed utilizing Complete Streets principals to provide safe, comfortable, and convenient travel for all users – pedestrians, bicyclists, transit riders, and motorists.
Safety: Sidewalks will provide safe paths for pedestrians to walk along that are separated from cycling and motorized traffic. The narrow travel lanes and raised median will deter speeding through the project segment; Bicyclists will travel in a designated bike lane instead of mixing flow with vehicles and pedestrians; and other safety enhancements proposed at the bridge include raised curbs and barrier rails.
Accessibility: Installation of curb, sidewalks, and crash rated barrier rails at the bridge, and bike lane will greatly improve accessibility for pedestrians and bicyclists. Additionally, the Santa Ana River Trail connects to both the northbound and the southbound sides of Fairview Street at the southern end of the bridge for pedestrians and bicyclists.

The City of Santa Ana (City), which is the California Environmental Quality Act (CEQA) lead agency, has prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) in accordance with the CEQA guidelines for the proposed improvement of Fairview Street between 19th Street to 16th Street in the City of Santa Ana. The IS/MND analyzed the following environmental resource areas: air quality, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use, noise, population and housing, transportation and traffic, and utilities and service systems. The Draft IS/MND analysis identified that the proposed project would result in minimal environmental impacts related to noise, air quality and traffic during construction. All impacts were found to be less than significant with mitigation measures incorporated. The City will assist impacted property owners to relocate pursuant to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 during the right-of-way phase.
