In response to community concerns regarding on-going vice activities on Harbor Boulevard in the vicinity of Hazard Avenue, the City of Santa Ana has identified key locations on Harbor Boulevard that can help address those concerns. The City’s Public Works Agency and Police Department staff met out in the field, and from that meeting the enclosed traffic circulation modification plan was prepared. The main intent of the plan is to install traffic signs to disrupt existing circulation patterns that have been established by the participants of such vice activities which occur mainly during the nighttime hours and to eventually discourage the ongoing operations of these illicit activities. On Wednesday, July 17, 2019, the City hosted a meeting with the community in an effort to get their input and support for the plan, and determined hours of 10:00 p.m. to 6:00 a.m. for restrictions.
