Project Description

The applicant, Community Development Partners, is proposing to demolish an existing motel that contains two, 2-story buildings with 35 motel rooms total on 0.98-acres (40,800 square feet) at 317 East Seventeenth Street in order to facilitate construction of 56 permanent supportive housing units for homeless individuals, including 12 studio units and 45 one-bedroom units. The studio units will house a maximum of two people and the one-bedroom units will house up to three people, including children. An on-site property manager will occupy a one-bedroom unit, bringing the total residential units proposed to 57. The 56 permanent supportive housing units will serve chronically homeless residents earning at or below 60% of the Area Median Income (AMI). The project will include 24-hour on-site management and dedicated office space for service providers. The buildings will vary in height from 30 feet for the three-story buildings to a maximum of 40 feet for the four-story buildings. A three-story building with tuck-under parking and a street level lobby is located closest to 17th Street and includes meeting space for temporary social workers, a leasing office, office space for service providers, and a community room. The building area totals approximately 39,100 square feet with approximately 11,100 square feet of enclosed garage space. The project will provide 35 parking spaces for residents and staff, which includes five parking spaces in the tuck-under garage of the three-story building, 30 parking spaces within the enclosed parking garage. The project design includes undulating buildings that will buffer the site from the Santa Ana (I-5) Freeway that is adjacent to and east of the site and create outdoor community spaces, a central courtyard and a community garden in the northwest area of the site. The project will require a general plan amendment, zone change, and environmental analysis.
