General Plan Circulation Element Update

The General Plan contains the City's values and vision for its future. The General Plan Circulation Element communicates goals, policies and programs to address Santa Ana's local and regional transportation and travel needs.

Santa Ana In Motion LogoOver the past few years, the City has been working with the community to update the Circulation Element and develop a Complete Streets policy. This effort will improve travel choices and provide a number of social, economic, environmental and health benefits to the community. Join in helping the City of Santa Ana create streets that are safe and convenient for all travelers! The Circulation Element Update efforts were placed on hold, while the Safe Mobility Santa Ana (SMSA) Plan was completed to help identify and prioritize areas for policy change and improvements.

The Circulation Element Update involves an effort to reclassify various city streets that prioritize multi-modal (bicycles, pedestrians, transit, buses, vehicles) travel. Due to a variety of project changes, the Circulation Element Update will now be processed in combination with the overall General Plan Update. Public Hearings will be planned for the community to participate in shaping the City's General Plan, Circulation Element, and Complete Streets plan. Past Environmental Documents

The City prepared an Initial Study for the City of Santa Ana General Plan Circulation Element Update and determined that an Environmental Impact Report (EIR) was necessary. Pursuant to Public Resources Code Section 21165 and the California Environmental Quality Act Guidelines (CEQA Guidelines) Section 15050, the City of Santa Ana is the Lead Agency for the project. The purpose of a Notice of Preparation (NOP) of an EIR is to advise and solicit comments and suggestions regarding the scope and content of the EIR to be prepared for the proposed project, and provide notice of the public scoping meeting, which was held on April 16, 2014. The public comment period related to the scope and content of the EIR closed on May 3, 2014.
