The City of Santa Ana Offers the Following Benefits

Retirement

Miscellaneous (non-safety) employees hired after January 1, 2013, who are deemed to be new CALPERS members, will be enrolled in the 2% @ 62 CalPERS formula and will contribute the normal cost (approximately 5.5%) toward this benefit. Miscellaneous (non-safety) employees hired prior to or after January 1, 2013, who are deemed to be existing CALPERS members, will be enrolled in the 2.7% @ 55 CalPERS benefit formula and will pay 8% toward cost-sharing.

Sworn employees hired after January 1, 2013, who are deemed to be new CALPERS members, will be enrolled in the 2.7% @ 57 CALPERS formula and will contribute the normal cost (approximately 12.25%) toward this benefit. Sworn employees hired prior to or after January 1, 2013, who do not qualify as “New Members” under PEPRA, will be enrolled in the 3% @ 50 CalPERS retirement benefit formula and will pay 12% toward cost-sharing.

Vacation Leave

Based on bargaining unit. Please see Union Labor Contracts located on the Employee Salary and Benefit Information page.

Sick Leave

Based on bargaining unit and subject to the Healthy Workplace Healthy Family Act of 2014 (AB 1522) which states an employee who, on or after July 1, 2015, works in California for 30 or more days within a year from the beginning of employment, is entitled to paid sick leave. Medical & Dental Insurance

The City’s monthly contributions towards medical insurance premiums for eligible full-time employees and their dependents under the CalPERS Health Plans (with exception of the SAPOA) are as follows: $1,700 per month for full-family, $1,307 for employee +1 dependent, and $654.00 for employee only coverage. CalPERS currently offers 8 HMO plans and 4 PPO plans. The City currently offers one Dental HMO plan and one Dental PPO plan and provides an allowance towards Single or Family Plans based on bargaining unit. Vision Insurance
Employees may elect to purchase a City-sponsored vision plan.                                                                                                                                                                                                                                                                                  
Flexible Spending Account

Several flexible spending accounts are available to reduce taxable income. (subject to IRS limits):

  • Health care ($2,650 annual maximum)
  • Dependent Care ($5,000 annual maximum)
  • Non-Employer Sponsored Premiums (NESP)
  • Transit and/or Parking
Life Insurance

The City provides all employees with Basic Life and Accidental Death & Personal Loss coverage. The amount of coverage available to employees is based on their bargaining unit. Please see Union Labor Contracts located on the Employee Salary and Benefit Information page.                                                                                                                                                

Deferred Compensation

A voluntary deferred compensation 457 plan is available.                                                                                                                                                                                                                                                                                                

Tuition Reimbursement Program

Available for eligible employees. Please see Union Labor Contracts located on the Employee Salary and Benefit Information page for maximum reimbursement per bargaining unit.
