HOME Investment Partnerships

About

The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use - often in partnership with local nonprofit groups - to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are awarded annually as formula grants to participating jurisdictions (PJs). The program’s flexibility allows states and local governments to use HOME funds for grants, direct loans, loan guarantees or other forms of credit enhancements, or rental assistance or security deposits.

The City of Santa Ana's HOME Program

In 1994, the City of Santa Ana became a HOME Partipating Jurisdiciton (PJ) to improve the provision of affordable housing throughout the City. The City is committed to working to expand and improve the supply of decent, safe and affordable housing to residents by alleviating the problems of excessive rent burdens, homelessness and deteriorating housing stock. The City of Santa Ana Housing Division of the Community Development Agency administers the City of Santa Ana HOME Program as the lead agency and Participating Jurisdiction (PJ) receiving HOME funds directly from HUD.

Eligible Activities

Homeownership

  • Home purchase assistance such as down payment, closing costs, affordability write-down, loan guarantee
  • Housing rehabilitation financing assistance to eligible homeowners and new homebuyers
  • Development of new affordable ownership housing

Homeowner Rehabilitation

Rehabilitation of owner-occupied dwellings including repairs necessary to bring the dwelling in compliance with the HOME Property Standards and all applicablecodes adopted by the City of Santa Ana.
