The City of Santa Ana recognizes the financial hardships faced by many of its residents due to the Coronavirus (COVID-19). In response, on April 21st the Santa Ana City Council approved a COVID-19 Response Funding Plan to provide $500,000 in emergency rental relief for very low-income households who are not able to pay their rent due to the Coronavirus.
Santa Ana residents impacted by the Coronavirus may apply online to receive $1,500 in emergency rental assistance toward any rent due after March 19th, 2020. Applications are available on Monday, May 18th at 8am. If the City receives more applications than available funds, applications received prior to the deadline will be randomly selected based on a lottery process. To be eligible, you must meet the following eligibility requirements:
- Must be a resident of the City of Santa Ana with a current lease or sublease agreement with an address in the City.
- Must provide documentation of your inability to pay rent due to the Coronavirus verified by a letter to your landlord. (See below for a Template Letter)
- Must qualify as a Low-Income Household:
Please have the following documentation available to upload prior to starting your on-line application:
- Copy of a Photo ID for each adult family member.
- Copy of your lease or sublease agreement. The following documentation may also be accepted in place of a lease or sublease: regular payment receipts to the owner or leaseholder (including money orders, bank statements showing a regular withdraw, cancelled checks, or a Venmo statement) AND at least one of the following: a letter, utility statement, bill, ID or written statement for anyone in the primary household that has the unit address.
- Copy of the letter to your landlord verifying your inability to pay rent. The sample landlord letter below is only a template and it can be modified. The letter is the documentation that the City is requesting to show that the tenant cannot make rent due to a reason related to COVID-19. If you meet the eligibility requirements listed above, please submit your application before 5:00PM on Friday, May 22nd.
Funds will be distributed on behalf of the City by Catholic Charities, Community Action Partnership of Orange County, and the Salvation Army to expedite the review of applications and the payment of emergency rental assistance to landlords on behalf of our residents. TIMELINE FOR REVIEW OF APPLICATIONS:
May 18 at 8:00AM (Monday): Application is available.
May 22 at 5:00PM (Friday): Application deadline.
May 22 – 26: Application forgiveness window for applicants with a disability or senior citizens who were unable to submit an application successfully. Applicants must contact one of the three nonprofit organizations above before 5:00PM on Friday, May 22nd regarding their inability to successfully submit an application. Persons with a disability or senior citizens may be eligible to submit an application before the lottery is conducted on a case-by-case basis.
May 27 (Wednesday): The City will conduct lottery process to select applications. Applications will assigned to the three nonprofits for review of eligibility.
May 27 – June 30: The three nonprofit organizations will verify eligibility and then contact residents and/or landlords to obtain a W-9 form from the landlord. The nonprofits will then make emergency rental assistance payments of $1,500 directly to landlords on behalf of residents.
