The City of Santa Ana’s Arts & Culture Office is issuing a Call for Public Art Proposals (CFP) to Santa Ana-based artists OR artist teams that include Santa Ana-based artists for the design, fabrication, and installation of an original, durable, and low-maintenance outdoor public artwork suitable for placement on the southeast corner of Willits and Sullivan Streets as part of the “Willits-Sullivan Beautification Project.” The all-inclusive budget for the project is up to $18,000, and the timeframe for project completion is 1 year or less from full execution of the agreement. A panel will review complete proposal submittals and award one artist/team the contract to execute their public art concept.

The deadline for proposal submission is Monday, November 4, 2019 at 11:59 PM (PST) and must be submitted online via Submittable.com.

This CFP is intended to engage Santa Ana-based artists to work with students from Abraham Lincoln Elementary School to create public art that will reflect the history and diversity of the surrounding neighborhood as well as address issues of healthy and safe communities. The themes previously identified during community meetings include: 1) children and families working together to care for the environment and cleaning up the community; 2) children physically active in the community (walking, biking, playing at the park); 3) mothers, fathers, and grandparents taking their children to school; and 4) reflections of childhood memories from other countries of origin.

See above photographs for layout of site. The artwork will be placed on the southeast corner of Willits Street and Sullivan Street. The site is a city-owned, triangular-shaped parcel, approximately 2,000 square feet in the Bella Vista Neighborhood, a predominantly residential area, and across the street from Abraham Lincoln Elementary School. The parcel is currently landscaped with plants.

A selection panel composed of, but not limited to, arts professionals, City staff, City Commissioners, and local community representatives will review the applications and select a group of finalists. The selected finalists will be required to give an in-person presentation about the final design for their proposed public art piece. Each will be given 10 minutes to present, with an additional 10 minutes for questions from the panelists. The presentation date will be announced at a later time. No monetary compensation will be given for in-person presentations. The selection panel will review and evaluate the applications and final design proposals based on criteria that may include but is not limited to the following:

  • Artistic merit, craftsmanship, and originality—including theme and context of the display in terms of scale, form, content, and materials
  • If the proposal has technical design parameters, the ability to successfully execute
  • Experience creating artwork for public spaces, preferred but not required
  • Experience collaborating with public entities (such as schools), preferred but not required
  • Track record working within a timeline and budget, preferred but not required
  • Availability and ability to work for the term of the project

The ideal art piece/installation will enhance the intersection, represent Santa Ana’s vibrant arts culture, and promote awareness of the city’s social, cultural, and historical composition. The preferred artwork should be easily visible to nearby vehicle travelers and reflective of the nearby schools and residential neighborhoods. The artwork must be appropriate for all ages and engage with the growing, diverse population in the City of Santa Ana.

The artist/team will be required to fabricate the artwork and install the piece(s), including foundation, within the agreed-upon time frame. The City will coordinate with the artist/team for timing, lighting, and any assistance needed by the city.

Design Criteria
  • Proposed artwork should be 3-D art installations or sculptures only.
  • Murals, benches, fountains, and water features will not be accepted.
  • Project to be completed in a collaborative manner with Abraham Lincoln Elementary School students and neighborhood residentscontributing to the design and creation of the artwork.
  • Consideration should be given to the architectural, historical, geographical, and socio-culture of the City.
  • There is no electrical box at the site; however, the sculpture will be lit by the City.
  • All angles of the artwork should be visible, with no components that are enclosed.
  • No part of the artwork will be attached to the block wall (property line) and cannot be located within a corner-sight triangle, as determined by the Public Works Agency.
  • Artwork should occupy no more than 50% of the plot.
  • Artwork must be suited to continuous outdoor display and able to be maintained by the City. Use of graffiti-resistant materials is highly recommended.
  • Artwork cannot contain trademark images, logos, tag lines, or be in any way thematically linked to a commercial business, establishment, product, or service. Overt religious and political themes and symbolism will also be declined.
  • The City will reject for display works of art that are obscene (as defined by A.C.A. § 5-68-302 et seq.) or violate other State or Federal laws.

The all-inclusive award of $18,000 for the artwork will include artist fees, design fees, travel expenses, fabrication cost, site-preparation and engineering expenses (if necessary), shipping and transportation, installation, permits, insurance, and any other expenses related to the design. The artwork shall be owned by the City.

Selection and funding are contingent upon a signed Agreement between the artist/team and the City of Santa Ana. Award will be distributed in two payments: 50% upon a fully-executed agreement and receipt of invoice, and the final 50% upon the successful completion of the installation and receipt of invoice.

Applicants must be professional artists living and/or working in the City of Santa Ana OR artist teams that include Santa Ana-based artists, eligible to work in the United States, and age 18 or older. Candidates are eligible regardless of race, color, religion, national origin, gender, gender identification, military status, sexual orientation, marital status, or physical ability.

A complete submission must include all the information and materials described below. The online application will prompt you to submit the information directly into the fields and to upload the submission materials described in the application guidelines. Please prepare all required materials before logging onto Submittable.com. Incomplete and late applications will be deemed ineligible and not be considered.

    Complete and submit the Application Cover Sheet online, worksheet provided at the end of this CFP.

  2. Letter/Statement of Interest:

Formatting guidelines: Double spaced, 12 points Times New Roman, one-inch margins] Describe in a couple of paragraphs your interest in the project and preliminary ideas for how you would approach this project. The letter should demonstrate your understanding of the project objectives and a preliminary proposal on how they would be achieved.

  3. Concise 2D representation/drawing and/or 3D model of your artist concept:

    In a single or a series of up to five images, please present your idea(s) for your artwork.

    If submitted as a team, please identify the team leader and include resumes for each team member. Resume(s) should reflect artist experience designing, fabricating, and installing artwork in outdoor public settings. Resume(s) should include information regarding past public art commissions, design team experience, exhibitions, awards, grants, and education.

  6. Images of Past Work & Annotated Image List:

    Artists/artist teams must submit up to five images of relevant work samples. Every image file must be titled first with the number of the image in the order to be viewed, followed by the artist’s last name (for example: 01_Mendoza; 02_Mendoza). Number must correspond to an annotated image list. Images should be labeled with the title of the piece, the specific medium, the dates, and the dimension of the art. Artists applying as a team may include examples of existing collaborative work.

  7. (Optional) Two Professional References:
    References should have an intimate knowledge of your work and working methods in public settings. Please include name, affiliated organization (if appropriate), address, phone number, and email address for each. Please indicate relationship to each reference. If letter is in language other than English, please provide English translation.

  8. Additional material included that is not requested by the Arts & Culture Office will not be reviewed.

The artist/artist team selected through this application process must agree to maintain liability insurance, which will insure and indemnify the artist(s) and the City of Santa Ana during the term of the contract and for one year after acceptance of the project. Additionally, because of work with minors, a Livescan background check will be required (partial fees will be covered).

  • The City of Santa Ana is not obligated to select a finalist from the submitted applications and reserves the right cancel this application at any time.
