Moratorium on Residential and Commercial Evictions






The COVID-19 pandemic continues to present significant challenges for the Housing Authority of the City of Santa Ana (CA093) (SAHA) to carry out our normal operations. In order to mitigate the health risks posed by COVID-19 to SAHA staff, families, landlords, and our community at large, SAHA is extending the waivers we previously adopted on April 21, 2020 and extended on July 20,2020 and November 30, 2020. SAHA is also adopting four new waivers. Specifically, SAHA is adopting these waivers for several statutory and regulatory requirements as authorized by HUD’s Notice PIH 2021-14 dated May 4, 2021 for the Housing Choice Voucher (HCV) program. The waivers and alternative requirements previously established in Notices PIH 2020-05, PIH 2020-13, PIH 2020-20, PIH 2020-22 and PIH 2020-33 remain effective as of the date of publication of those notices. SAHA may adopt the use of any of these waivers at any time during the period of availability. SAHA's adoption of these four new waivers have the following impacts: 1) third-party income verification requirements for applicants to the Housing Choice Voucher Program; 2) policy changes in the Administrative Plan; 3) initial lease terms for Mainstream the Mainstream Voucher Program; and 4) definition of a non-elderly family for the Mainstream Voucher Program. SAHA is required to notify affected residents of the impact of applicable waivers and alternative requirements. **Addressing Tenant Concerns Regarding Rent and the Temporary Suspension of Evictions for Nonpayment of Rent**

The U.S. Department of Housing and Urban Development (HUD) developed this flyer to provide Housing Choice Voucher (HCV), Public Housing, and Section 8 Moderate Rehabilitation (Mod Rehab) participants with important information and resources about paying rent during the national emergency concerning the coronavirus pandemic.

HUD Secretary Ben Carson recognizes the tremendous efforts made by the City of Santa Ana Housing Authority to provide housing and supportive services with the Foster Youth to Independence Initiative in Orange County. This is an important new initiative to target housing assistance to young people aging out of foster care and who are at extreme risk of experiencing homelessness.

Welcome to the Santa Ana Housing Authority. Our program provides rental assistance through the Housing Choice Voucher Program. The Housing Choice Voucher Program is the federal government's largest program for assisting very low-income families, the elderly, and the disabled to afford healthy and safe housing in the private market. With a housing voucher, participants are able to choose their own housing, including single-family homes, town homes and apartments. Housing assistance is then provided on behalf of the family or individual to the landlord.

The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. This unit may include the family's current residence. Rental units must meet minimum standards of health and safety, as determined by HUD and the Santa Ana Housing Authority.

Once a suitable housing unit is found and the family is determined eligible for that unit, a housing subsidy is paid to the landlord directly by the Santa Ana Housing Authority on behalf of the participating family. The family then pays the difference between the contract rent charged by the landlord and the amount subsidized by the program.

The Santa Ana Housing Authority Waiting List is currently open only for U.S. Military Veterans who live or work in the City of Santa Ana. A DD-214 Form is required. If you are a U.S. Military Veteran who lives or works in Santa Ana, please go to our On-line Application to Submit an Application.

The Santa Ana Housing Authority is located in City Hall, 1st floor, Building 20, Civic Center Plaza in downtown Santa Ana and is open Monday through Thursday and every other Friday from 8:00 am to 5:00 pm.
