The Employee
and Community
Relations Division
works with City
departments to
interpret labor
agreements, address
and resolve employee
grievances, and
assist with employee
disciplinary
processes, which
may include disciplinary
review hearings
before the City
Council-appointed
Personnel Board. The
division also
investigates
discrimination
and harassment
complaints, and
conducts random
drug and alcohol
testing of employees
to comply with
federal requirements. The
Employee Relations
Manager serves
as the chief
negotiator representing
the City's
interests during
contract negotiations
with various
labor unions
and employee
associations.

The
Employee and
Community Relations
Division administers
the City's
program to
comply with
both state
and federal
laws concerning
access and
accommodation
for individuals
with disabilities.
The
Employee and
Community Relations
Division provides
a wide range
of training
to employees. Classes
are designed
to strengthen
and improve
technical skills,
supervisory
and management
techniques,
general knowledge,
and quality/continuous
improvement
methods. The
Division also
coordinates
the award-winning
Public Business
Academy.
The
Employee and
Community Relations
Division develops
annual and
biannual reports
describing
the ethnic
and gender
composition
of the City
workforce. These
reports provide
statistical
information
on each department
in the City,
and the City
workforce as
a whole.
The
Employee and
Community Relations
Division’s
Internship
Program recruits,
trains, and
develops high
school, college,
and graduate
level students
interested
in exploring
employment
opportunities
in city government.
