Education and Training
Chief Walters graduated from Santiago High School in Garden Grove, CA. He attended Orange Coast College before his four-year (1966-1970) tour of duty with the United States Air Force during the Vietnam War. He was nominated for Airman of the Year in 1967.
While raising a family and working full time as a police officer, he attended night school and earned a Bachelor of Arts Degree in Criminal Justice from California State University Fullerton (CSUF), a Masters of Public Administration from the University of Southern California (USC) and a Doctor of Jurisprudence from American College of Law. He is also a graduate of the California Command College Class II and the Senior Management Institute for Police (SMIP) Class IV, Police Executive Research Forum (PERF), Washington D.C.
Family
Chief Walters’ wife, Mary, is a third generation Japanese American whose father was a Physician at Saint Joseph’s Hospital in Orange. She and her family (7 siblings and her mom, dad passed away in 1997) have lived in Santa Ana for over 40 years. Mary and six of her brothers and sisters are well known on the local music scene as a garage rock band, playing public, private and charity events around the county.
Son Gary, who is a graduate of University of California Irvine (UCI) and a newly promoted Lieutenant with the Los Angeles Police Department (LAPD) assigned to the Rampart Division and past Uniformed Officer of the Year.
Son Michael, Presidential Scholar and Cum Laud graduate of Chapman University, Orange, California. Michael is also a graduate of the University of Southern California (USC) with a Master’s in Public Administration. He worked as an Analyst for the DOJ/FBI at the Joint Drug Intelligence Group (JDIG) in Los Angeles before attending the OCSD Basic Police Academy, Class #167. He is currently a Deputy Sheriff with the Orange County Sheriff's Department.
Daughter Dani, is a junior attending the University of Hawaii studying environmental science.
