The City of Santa Ana (City) has prepared this initial study (IS) and proposed mitigated negative
declaration (MND) to evaluate the potential environmental consequences associated with The Met at South Coast project.
The proposed project consists of development of a podium style apartment project consisting of up to 284 multi‐family residential units on a 3.1‐acre parcel that is located at 200 East First American Way in the southeastern portion of the City of Santa Ana. The project site is currently vacant and undeveloped. It is located within an urban and developed area and is surrounded by roadways on three sides and a parking garage on the fourth. Land uses in the project vicinity include a combination of commercial, office, hotel, and multi‐family residential uses. A total of 46.1 acres of MacArthur Place is currently developed with 910,920 square feet of commercial office area, consisting of one 11‐story office building, two 9‐story office buildings, one 3‐story office building, and two 2‐story office buildings. Additionally developed on the project site are 20,000 square feet of retail uses, a 92,000 square foot, 156‐room hotel and 346 multiple family dwellings.
The proposed project requires a subdivision map to create condominium units, a Zoning Ordinance Amendment to Specific Development Plan 43 (SD‐43) to increase the number of residential units allowed for the site, an amendment to the Development Agreement, approval to modify parking requirements to allow tandem parking, and approval of the site plan.
