The Housing Element is one of the “required” elements of the City’s General Plan, and is a tool to address existing and future housing needs in Santa Ana. Following the public outreach including community workshops, stakeholder focus groups, and Visioning Study Sessions, the City prepared a preliminary draft of 2006-2014 Housing Element. The preliminary draft of the 2006-2014 Housing Element may be viewed online Preliminary Draft Housing Element (August 2008) and was submitted to the State Department of Housing and Community Development (HCD) for review September 4, 2008. By law, HCD is required to provide comments to the City within 60 days.
When the HCD review is complete, the preliminary draft Housing Element will be revised to address their comments and a public-review draft will be completed. The City will then release the Draft Housing Element and environmental review documentation (per California Environmental Quality Act (CEQA)) for a 30-day public review period. This will be followed by Planning Commission and City Council public hearings.
