Consolidated Five Year Plan Request for Proposals
The City of Santa Ana (“City”) is soliciting proposals from experienced consulting firms to prepare the City’s Consolidated Five Year Plan (“Five Year Plan”) for five fiscal years from 2010-11 through 2014-15. As adopted by the City Council and approved by the U.S. Department of Housing and Urban Development (“HUD”) the Five Year Plan will set forth the City’s policies, programs, and measurable objectives for expenditure of various federal grants that the City receives. The last day to submit questions via email (consolidatedplan@santa-ana.org) is June 12, 2009.
Proposals are due by 4:00 PM PST on June 23, 2009, and are to be delivered in a sealed package to:

Q. Does the City prefer that the consultant use the latest HUD –approved Consolidated Plan Management Process tool?
A. Yes, the City does prefer that.
Q. Was the previous Consolidated Plan prepared in-house or with consultant assistance?
A. With consultant assistance.
Q. If consultant assistance, which firm and what was the total budget for the previous work.
A. The consultant was selected through a competitive RFP process. The total budget was $48,419. However, that budget did not include hourly consulting services as it was not included in that earlier RFP process. Also, as in the case of this RFP, the City retained the right to choose to do certain components of the required work itself.
Q. Does the City have a preliminary budget estimate in mind for this project.
A. No it does not.
