Background and Experience
Ms. Otto presently serves as Assistant City Attorney, and counsels the Historic Resources Commission. Ms. Otto represents the departments of Planning and Building Agency and the Public Works Agency. She provides legal assistance on such issues as land use and planning, building regulations, environmental regulations, airport and aviation law, open meeting and conflict of interest regulations. She has conducted seminars on open meeting laws.
Prior to joining the City, she was employed in private practice, as a civil litigator.

Education
Ms. Otto received her Juris Doctor from the California Western School of Law in 1997, and her Bachelor of Arts in History and Law and Society from URC in 1992.
