Federal Stimulus Projects
Santa Ana has been awarded a total of $38 million in American Recovery and Reinvestment Act (ARRA) funding. The funds will be utilized for housing, homeless prevention, transportation, infrastructure, safety, job training and energy programs.
The American Recovery and Reinvestment Act (ARRA) was signed into law by President Barack Obama on February 17th, 2009. It is an effort to jumpstart our economy and create or save millions of jobs. The Recovery Act includes measures to modernize our nation’s infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care provide tax relief, and protect those in greatest need. The purpose of the ARRA is defined below:

To preserve and create jobs and promote economic recovery.

To assist those most impacted by the recession.

To provide investments needed to increase economic efficiency by spurring technological advances in science and health.

To invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits.

To stabilize State and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases.
The ARRA includes tax cuts, unemployment benefits and funding for education, health care, and infrastructure. The full text of the Recovery Act can be accessed on the Recovery.gov web site. President Obama has stressed that transparency and public involvement are vital components of the ARRA implementation process.
Below are the City programs that are funded through ARRA:
Community DevelopmentFunds Received: $20,479,385 The purpose is to provide services that create a suitable living environment and prevent individuals and families from becoming homeless. |
Economic Development![]() Funds Received: $4,231,811 The purpose is to help create jobs by encouraging business growth, as well as the establishment of Workforce programs aimes at dislocated workers, adults and youth. |
Energy
Anticipated Funds to be Received: $3,267,500 The purpose is to improve energy efficiency in transportation and infrastructure and to reduce total energy usage.

Public Safety![]() Funds Received: $7,617,000 The purpose is to advance the functioning of the criminal justice system, provide public safety programs and develop public safety technology.

Funds Received: $2,542,704 The purpose is to advance regional transportation through improvements in existing passenger infrastructure for long term regional growth.
